My brother works for a Saturn dealership. He said if the fuses are good and the sunroof won't do anything it is the sunroof motor. If it moves a little bit it's either the cable or the rails. That's what the techs at the dealership told him.
If you have a 1997 Camaro with a custom sunroof and need help making it a functional sunroof, you should check into getting an operating motor. A sunroof would ordinarily be able to pop up with the help of a motor.
Check the fuse for the sunroof. if it is good check for power (12volts) at the motor when using the switch. if there is power most likely you'll need a motor if you have the means you can also put 12volts to the motor to see if it operates.

Most sunroofs will move manually. you need to remove a cover to get to where the motor is and usually there is a hole to put a screwdriver or Allen key into to turn the motor manually. If not just remove the motor and push the glass shut but doing this will mean you need to reset the motor before refitting it. I worked in a sunroof factory for 10 years !!
Check the insulation material all the way around - it may be time to replace it. The rails that the sunroof rides in need to be greased periodically too it may bind up no letting it close all the way.
it is located just in front of the sunroof under the headliner. it is close to the switch. you will just need to pull the stip off the headliner around the sunroof opening. pull the headline down in the front and you will see the motor
Check the wiring harness for the motor to the sunroof. The harness may be loose and might need adjustment. My sunroof on my 2002 Liberty Limited stopped working and I dropped the headliner and found that there was loose wire. I clicked it back inot place, and it works just fine.
