D16y8 head is V-Tec DOHC It has 2 cam's where as A D16y7 is SOHC is has a single cam.

^^this statement is not correct- the d16y8 is ALSO a SOHC only difference is the vtec- if your looking at the front of the valve cover look to the left back of the head to see if there is a vtec selenioid or a hole for it...other ways are to see if the cam has the vtec lobes on it- there are also stamps to look for to make sure...

Will a replacement head code D16Y7 bolt on directly to a 1994 Honda Civic with a bad cylinder head with the code D15B7 or will it need modifications?

yes it will bolt right up, how ever you will need a D16Y7 (96-00 non vtec 1.6 liter) timing belt, as the length will be slightly different. you might also need D16Y7 spark plug wires. also your upper timing belt cover will not bolt on. you might be able to use the cover from a D16Y7, but im not sure.
