The problem may be your ignition key. I have a 97 Cutlass GLS and one of my two keys causes this problem, the second key works fine.
I don't have an answer yet but I do know that the antitheft works to interrupt the power to the fuel pump. Mine has just started coming on at random times so I will be doing some more trouble shooting to find the problem and the cure. I have the same problem with my acheiva because of disconnecting the battery for cleaning. One way to turn it off is to turn the car on (but not crank it) and then take the key out while all the doors are locked.
