On original VW's, there is a circular plate on the underside of the engine that has one large plug in the middle, and several smaller screws on the outside of the plate. The middle plug is the drain plug. Get your oil pan ready, and undo the plug. After you get showered with oil and it all drains, take the bolts out that holds that plate in place. Remove the plate and the screen behind it. That screen is the only oil filter for the engine. Clean the screen in kerosene and let it dry thoroughly. Put the screen and the plate back on and then the drain plug. Tighten enough to keep the oil in, but don't over tighten. Then fill the engine back up with something like 2.5 or 3 quarts. On the dipstick, there are two lines. You want to fill it up to sit between the two lines.
You'll want to change your oil about every 3000-3500 miles.

There is nothing to "reset" for the 1999 VW Beetle.
