There are two plugs located underneath the transmission, the lower plug is to drain fluid and the upper plug (just about 1.5" higher than the other) is the fill in plug. To fill in fluid you need a pump or squeeze the fluid into the hole until the fluid overflows, replace the plug. I know this because I've watched the Honda mechanic perform this task. Good luck.
The engine oil capacity, of your 1999 Honda Passport, is for quarts. The manufacturer recommends; you do not over fill the motor oil.
Go underneath the car and find the oil panel... there should be a bolt on the panel and just unscrew the bolt.
