open the rear hatch and remove anything behind the rear seat that is on the floor(including the floormat) a few inches right of the center doorcatch and a few inches toward the front of the van is a "U" shaped cut in the carpet. pull it up and the 21mm bolt head for dropping the tire is right there.

The 1997 Sienna spare should release in the same manner as the 1999 model. Under the rear cargo area carpet mat you'll find a small flap cut in the floor carpet. Lift this flap of carpet with your finger and you'll find a bolt head the same size as the lug wrench. Use the lug wrench to loosen the cable (you'll actually be unwinding it) and the spare will lower to the ground. Give yourself enough slack in the cable to be able to slide the spare towards you, then slip the carrier out thru the top center of the spare by pulling it out long ways.
