This is a very common problem. You have a faulty TCC solenoid. I have replaced this sensor with very simple tools (a 10 mm socket, a rachet, a gasket scraper, a T15 or T20 Torx driver, and replacement parts). It took me about 1 hour to complete having never done this job befor. The following link will tell you how to replace the sensor if you have a 125C tranny (3 speed). I have a similar issue my '88 accord LXI automatic does not have reverse and it grinds in park and drive. Told the shift fork in the transmission and shift for bushing are going out and the tranny needed to be rebiult
The 1988 Chevrolet Celebrity uses distributor-less ignitions. Timing is controlled by the ECM, there is no provision for adjustments.
I would replace the neutral safety switch; Buy it from the Ford dealer where they can print out the picture of it along with its location. I hope this helps you. Mark

The 1988 Chevy Celebrity uses distributorless ignition. There is no provision to alter timing, the engine control module takes care of that.
