Sounds like the heater's temperature blend door is stuck in the hot positions. See "Related Questions" below for lots more about dealing with it - hopefully yours is just the actuator and a simple repair.

verry common problem its the heater tap stuck open, you can do a quick fix and bypass the heater, but than you wont hav a heater when its cold of find the tap and close it manually, so i recommend that you replace the heater tap

One possibility is that your thermostat is stuck in the open position. It is only supposed to open (or let coolant flow through the radiator) when the coolant is at about 200 degrees Fahrenheit. If it is stuck in the open position the coolant doesn't get the opportunity to absorb the heat from the engine and transfer it to the radiator or the heater core. (This is a possibility)
