If it's just one side, check the door switch. yes its just one side. Is the dome light switch the same one that governs the seatbelt functions? The dome light does not blink at all.
Rotate the drivebelt tensioner to release the tension on the belt and remove.
The cam chain tension on a 1996 Saturn SL1 cannot be reset from outside of the motor. It will have to be accessed inside the motor. It is also a good idea to check and make sure it is not simply a broken timing guide.

If it is because of the drive, it may need a flywheel also. If it keeps burning out the wiring, I would change brand of starters.
