First off the problem is more than likely under the hood and not in the dash!! You will need to locate the temp sensor on the motor, should either be on the top towards the front of the motor in the water/cooling jacket of the intake, or on the head either side of the motor. The wire coming off of that more than likely has been comprimised somewhere and is grounding out giving a higher than normal reading because it (the gauge) works off of resistance and being grounded gives a maxed out reading. trace the wire back to to firewall and check for breaks and possible wear areas where it can contact any metal surfaces. If the sensor is on the head, more than likely it has fell upon the exaust manifold and burnt in two and has grounded itself to it. Use a butt connector to repair the break or electrical tape if still intact and re-route to avoid future breaks. If this does not work or no breaks, replace the sensor.

It sounds like your float, located inside the tank is stuck. If the gauge goes to empty, when the switch is off, this is probably what is wrong. This applies to mid 90 vans.
Sounds like it is low on coolant.
I replaced the gage cluster and everything went back to normal.
