THE STEERING WHEEL IS PROBABLY HOLDING TIGHT , SLIGHTLY TURN THE STEERING WHEEL, IF ITS NOT LOCKED FROM ITS POSITION FROM TURNING THE CAR OFF, IF NOT TRY TO TURN IT ON AND OFF AGAIN BUT TURN YOUR STEERING WHEEL SIDE TO SIDE, IT USED TO HAPPEN TO ME AND ACTUALLY HAPPENED 2 MY WIFE THEY JUST JAM UP IN THE IGNITION, THAT SOUNDS LIKE YOUR PROBLEM. HOPE IT WORKS OUT
My 92 does have a computer chip in the ignition key.

It doesn't use the car key. There is a special key. Mine was in the glove compartment. You may have to call the Buick dealership in your area if you don't have the special key. (Mine was made of green plastic).

The wires to the ignition switch are broken. Ignition switch should be replaced or VATS system can be by-passed.Check with car alarm installers. This is cheaper than replacing switch, but you will lose anti theft system. It is possible that the resistor in the key itself has been damaged. A dealer would be able to make you a new key. Well, it sounds like the chip that is in your key may have broke or got stuck on a part of the ignition. I had that problem. This happened not long after I had had to have the ignition replaced?!?

The dealer can replicate key from VIN. A very FEW lock-smiths have the available codes
