Disconnect the battery.remove the serpentine belt.Unbolt the pulley.
You need a pulley puller.
Use a 15 mm socket to loosen the tension pulley... take the old belt off and replace with new belt.. then gentle pry up on the tension pulley and lock bolt back down..
You can change an idler pulley on a 2001 Monte Carlo by first, removing the negative cable from the battery. Using a socket wrench, loosen the tension adjustment bolt. Give the belt a couple of quick, short tugs to relieve the tension. The belt is most likely jammed. Then if it releases, pull it out slowly. If you pull the belt out too fast, it will often lock up. My mistake, I thought seat belt. The pulley that doesn't connect to anything like the crank or alternator is the tension pulley. It is spring loaded. Some have a place for a ratchet to go or you pry against the housing or the pulley itself as long as you don't pinch the belt. Relieve the tension and slip the belt off of another pulley and release the tension.

Its actually pretty easy to do. Just about with all vehicles. You need to find your tension pulley. It is the pulley with a spring on it. Attach a socket to that pulley and pull it until the tension on the belt lossens up. The belt will drop off. To put the new belt on just follow the diagram that is usally on the cowl above the radiator that shows how the belt goes around all the pulleys. Use the belt tension pulley to get it on and the tensioner will automatically tighten to the belt. Make sure you get the right size belt for your truck. I'm not sure exactly where the tension pulley is on that car but it should show you on the diagram. It's very easy and you will be shocked how easy it is. Good luck.
