Standard or automatic transmission??? In most vehicle situations the switch unscrews out of the likage side of the transmission.
There isn't a neutral safety switch but a clutch switch that is located under the dash on the clutch pedal.
You do not ,you replace it .
If it starts up in any gear, manual transmissions does not have a neutral safety switch.

If ignition problems still persist after replacing the neutral safety switch on a 1995 Chevy S10 check the starter. A broken starter will result in a car which will not be able to turn over the engine.
Need to know if it is standard or automatic and why.

If it's a manual transmission then it should be on the firewall right behind the clutch pedal.
On my 2002 S-10 truck, the neutral safety switch (also called the Park Neutral Position Switch, or PNP switch) is located on the driver's side of the transmission. It is a black box that has 2 electrical connections going into it. There is a very good chance that it is in the same location on your 2000 Blazer. Hope this helps.
The 98 S10 does not have a safety cut off (inertia switch).
