When the fuel door is jammed on a 1999 VW Jetta the latch need to be reached from inside the trunk compartment. Removing the panel inside the trunk and reaching the latch from behind will open the fuel door.

I assume the cable is broken; go thru the hatch or trunk and remove carpeting etc. on that side; you should be able to gain access to it. I hope this helps you. Mark unlock the doors and push on the left side of the fuel door

Don't know what kind of vehicle you have but, maybe can you reach the mechanism from inside the trunk (behind a panel) and release it.
