You have to unlock all of your doors from INside your vehichle....can't remember off hand how...I had the same problem last night with my newly acquired jetta last night..
When the fuel door is jammed on a 1999 VW Jetta the latch need to be reached from inside the trunk compartment. Removing the panel inside the trunk and reaching the latch from behind will open the fuel door.

My '96 G20 has a fuel door open button located on the driver's door armrest
The button is right below the seat ontrols
it locks when the car locks and on. when you turn off the key and unlock the door, the fuel door unlocks so you can open it.

depends on the year, older ones just open, newer ones have a lever you have to pull, probably by the drivers seat on the left on the floor, or in the glove box, im not sure.

Can you get access to it by removing the interior/trunk panel? Mark
I assume the cable is broken; go thru the hatch or trunk and remove carpeting etc. on that side; you should be able to gain access to it. I hope this helps you. Mark unlock the doors and push on the left side of the fuel door
