depends on the year, older ones just open, newer ones have a lever you have to pull, probably by the drivers seat on the left on the floor, or in the glove box, im not sure.
When the fuel door is jammed on a 1999 VW Jetta the latch need to be reached from inside the trunk compartment. Removing the panel inside the trunk and reaching the latch from behind will open the fuel door.
You have to unlock all of your doors from INside your vehichle....can't remember off hand how...I had the same problem last night with my newly acquired jetta last night..

I assume the cable is broken; go thru the hatch or trunk and remove carpeting etc. on that side; you should be able to gain access to it. I hope this helps you. Mark unlock the doors and push on the left side of the fuel door

The fuel door on a 2013 Ford fusion can be opened by using the fuel door lever next to the driver's side seat. Pull the lever up and the fuel door will open.
Open the driver's side door, you will see it on the dash. Open it with a screwdriver or your key.
I also seeked the answer to this question and found a response that referenced the 'fuel pump'?!? Hmmm... I have actually see a couple of references to the fuel pump. Still looking for something definitive, though...
