If you mean an animated .gif file, then in Photoshop, you cannot. [It will only save one frame] But, when you install Photoshop, another program is automatically installed -- Adobe Image Ready. With ImageReady, you can create and save animations. Search through your programs and find ImageReady. Open it, create a new document, [File / New] paste the animation, and go to File / Save Optimized As. Choose a name, click Save, and you're done. TO open it, go to File / Open and type in the name or scroll down to find the animation.
It must look great and on the web. Something is wrong with internet place where you are uploading gif image, it happens sometimes. for example I try to upload slides with animation on site where they supports animations but it doesn't work, I change provider and now animations on slides work great.
You need to cut the part of the picture you want to use out of the original frame and paste it onto another background, or paste the picture onto another picture and then mask the parts you don't want to be seen. For example for a walk, you will need at least 5-6 frames. then put every movement in the frames. the first part of the walk on the first frame, the second on the second frame ect. Then export it as .gif. (File->Export->Export Image... and choose .gif)
