I used to have a 2003 Dodge Neon. What you do is, first wear some gloves so you're hand/s won't get soar quickly. There are four spark plug cables on the top of the engine. Grab one at the,Warning, base only! Do not pull at the cable you can damage it. It can be extremely hard to pull off, at the base of the cable only, pull upward. PULL upward, rest if you have to. Then again, pull upward. You might have to pull and rest, pull and rest. It can be stuck and will require several attempts to remove the cable. Unfortunately, the reason it can be difficult to remove the spark plug cable is that the plug is long about 7 inches (longer than others) once you do remove the cable you will be looking at another problem. The spark plugs are located deep in a well in the engine (unusual), you'll need a ratch and spark plug socket with a 10 inch or so extension. Once you loosen the spark plug you'll need a tool to insert into the well and remove the spark plug. A special tool, to grab the loose plug and move it upward out of the well. Your fingers hands won't fit in the well. Once the spark plug is removed, you can gap it. Now you'll need a way to insert the spark plug, not so easy! You'll need a tool to lower the spark plug in the well and do the initial insert and tighten, before you can use the ratch (extension) and socket. I had bought a 2003 Dodge Neon spark (tune up)plug kit, includes all the tools and accessories to do the job. Even the special tools. Remove the spark plug wires from the spark plugs, use an extension for your Allen wrench, and use a spark plug socket to remove the spark plug.
Just like any other spark plug you just need to find the size of the plug and buy it.
Broken spark plug wires will keep almost any car from starting.
Faulty/fouled spark plugs or spark plug wires. I had this problem and a set of new wires fix it.

You should never need to replace the wires leading to the spark plugs. The 2003 Miata has a coil pack at each spark plug (inside the spark plug hole). The wires leading to the coils are low voltage and should never break down.

your neon sputters from old spark plugs and plug wires. i changed both and problem went away.
Spark plugs and wires, not to difficult just do one wire and plug at a time. A spark plug socket makes this much easier
