Since there are multiple designs of bolt action rifles, there is no one answer. Your best bet will be to take it to a gunsmith. The tube feed rifles are more prone to jamming- usually with the cartridge elevator, and may require disassembly to remove a badly jammed cartridge. If you are not comfortable with your ability to disassemble and reassemble your rifle, you need a smith.

If the empty cartridge case is jammed in the chamber, usually due to a dirty chamber or the laquer on a steel case causing it to stick in the chamber I've loosened the empty case by lightly"throwing" a .250 diameter BRASS rod available at the hardware store down the bore of the rifle. After two or three "throws" you can usually pull back on the bolt handle & eject the spent casing.
You take a file, and stick under neath the cassette as a lever and pull it out.
