Front door panel or rear? Either way there are screws on the very bottom of the panel, behind a tab in the handle (open door) recess, one in the handle you use to pull your door shut, one in each of three hole in the front middle when the door is open (front door). Take off the tweeter speaker. There might be a couple I missed, but study the door to find all screws and then you can pull the panel out a little then up. The lock tab, open handle, etc. are still connected so don't pull too hard.
The 2001 Chrysler 300 rear door panel is held in place by eight retaining clips. Pry outward on each retaining clip to remove the door panel.
It does not have a drain plug. You have to remove the pan to drain fluid.
