If you look at the throttle assembly at the engine end not the handlebars you will see that there is a metal rod that goes back to an arm that is connected to a shaft that goes into the engine. That is the governor. Connect the throttle cable directly to that arm that is connected to the small shaft that runs into the engine. By doing this you overcome the governor and you get 5000 rpm instead of 3600. The increase in RPM means an increase in speed. There are other ways to disable or completely remove the governor, but this is the easiest way. I have a 6.5hp Honda clone engine with the governor removed completely. With the governor arm removed and a slightly smaller rear sprocket I manage 60mph. You should be able to get 40+ with the governor removed or disabled and you will have much better acceleration. If you want to remove the governor on a 6.5hp clone or preparing a box stock engine. Although these are 6.5hp engines instead of 3hp the way the governor works and disabling it or removing it work in exactly the same way.

The mpg`s for a baja doodle bug is in between 45-55 . I filled the gas can in mine and went from 11 am to 3:30 and when I was finished riding there was still 1/2 a tank.
The stock Baja Motorsports Doodlebug DB30 has a 98cc Lifan 2.8HP engine. Most guys will find it under-powered, even after doing things like adjusting the governor, or even adding a larger (68-80tooth) sprocket on the rear. It's not uncommon to see people purchase the doodlebug, and replace it with a 6.5 Honda Clone engine, found at most automotive stores for $99-$160 The clutches that come with these mini bikes are also sub-par. If you want to keep it stock, back out the throttle limiter screw. If you are willing to spend money I suggest buying a Honda clone 6.5hp motor. They cost about 150, I got mine at harbour freight. Beyond that, removing the governor gear helps and with a little bit of custom fabbing you can add a cone filter intake and upgrade to a less restrictive exhaust.

Most do not have a governor. If you are talking about a mini bike go to youtube and type in preparing a box stock engine. They do it on video. There are four videos 1-4 that go over race prepping a 6.5hp engine for go kart racing. These are the same engines as used in Baja Heat, Warrior etc. If you have a 3hp minibike they have the same governor set up. You will take your max revs from 3600 to 6000rpm a big increase.
