I have a 1999 Forester, but I imagine the 2003 is similar in this regard. You don't actually need to remove the headlamp to replace the bulb. On my car, I unplug the wire from the bulb at the back of the headlamp, remove the large rubber piece around the back of the bulb, unclip the clips that hold the bulb in place, remove and replace. according to the manual you have to remove the front grill and plastic lamp cover then unbolt the lamp housing to remove it then replace the bulbs - unfortunately it is very vague as to the exact procedure for removing the front grill. I dont think you actually have to remove the headlight assembly, you open the hood and get to the bulb through the back side of the headlight.
