The CC system on a Vanagon is vacuum actuated; overly complex and thus failure prone IMHO. For fault you describe I'd start by replacing the CC control module; located (on my '91 Westy) behind the glove box (as in remove the glove box to get to it). There's only a few components to the CC system; the vacuum pump (engine compartment); the control module (indicated above); and the vacuum breaker switch (under the brake pedal). Vacuum pump and/or vacuum breaker switch failure (to include hoses) will result in decrease in speed or inability to set at all (won't hold a vacuum); continuing to accelerate could be caused by faulty control module. Bentley (factory) manual has good fault logic tree for troubleshooting system; somebody might have posted same to internet. Suggest Bus Depot or Go Westy for best internet parts prices (w/quality). No , absolutely not ( if you hit a puddle , which will slow the car down , the cruise control willtry to accelerate the car to maintain the set speed )It's not recommended to use the cruise control in the rain. Normally, you use the cruise control on the highways. When it's raining you need complete control on the car and be fully alert.( NO ) if you hit a puddle that slows the car down then the cruise control will accelerate the carbetter not it could cause the car to accelerate at the wrong time and cause loss of control
Maybe the cruise control is set to the on position unknowingly.
Check in your vehicle's owner's manual for reccomendation's regarding the cruise control. I have seen manual's that say not to accelerate up hill's with the cruise control.

You might try checking you idle air control valve.

have you checked to make shure that hte cruise control isn't on if your vehicle has one?
