They are bolted from the inside of the door.
You will need to replace the heater core located in the heater housing on the passenger side under the dashboard. If you need to wait to do repairs you can disconnect the two hoses as they enter the firewall in the engine compartment and connect them together with the appropriate sized barbed union connector and hose clamps.
It is just forward of the gas tank, near the passenger side.
There isn't a governor there is a REV limiter in the computer. Your typical speed shop cannot reprogram a 1994 or 1995 Beretta, either, to remove it.
Go to a bookstore or parts house and purchase a Haynes manual.
It is under the dash on the driver's side and to the left of the steering column.
