This is a job for a professional and not a DIYer. Serious injury can occur when working with the SRS. If you are replacing them then they must have deployed. Therefore the sensors may need replacing. Take it to a Pro.

According to my Chilton repair manual , the Ford EXPLORERS did not have air bags (SRS) available until the 1995 model .

Perhaps the suspension air bags in the back have become dry rotted? (cracked and deteriated) therefore the air pump stays on trying to fill them even though they are leaking? It's a common problem with cars that have suspension air bags. They can be expensive to replace yet there are cheaper, aftermarket, kits out there on the internet.
