the Blower resistor pack is in the vent along the firewall its a white retangular door 1"X2" with one screw with a star head... your local Ford dealer has replacement resistor packs and have been redesigned...It fixed the problem with mine...It only cost $14 I have a 1995 Ford Explorer console fan is not blowing at all (heat or cold). Checked fuse and its OK. Also checked for power to fan (no power). Could it be this blower resistor or blower relay?
replace blower motor resistor. It is under the passenger side foot well.
The blower motor resistor is located on the passenger side under the glove box. Left side. there is a cover on the blower motor. remve the cover, this is the resistor. there is an electrical plug there.

The resistor is bolted into the evaporator case near the blower motor. It is accessed under the passenger side dashboard. The trim/carpet along the transmission needs to be removed. You can then unplug the connector and remove/replace the resistor.
The blower resistor on a 1999 Chevy truck Z1500 is located behind the glove compartment. There is also a resistor on the firewall next to the blower motor itself.

Blower motor resistor is the most common problem. it is held in by 2 screws under the glovebox area. Easy to replace.
If you are referring to the blower motor only working on the high speed setting, then the problem is the blower motor Resistor Pack is defective. Replace it. It can be the blower motor speed control switch but not likely.
