Pop the trunk. Pull back the carpet/plastic piece that covers the back side of the tail light. there are three bolts and two wires with clips. Push the button on the clips and pull them out firmly. Remove the bolts, the whole light should then slide out of the back. Put the new one in, put on the bolts and connect the wires.
Have 94 Camry. Left rear tail light went out. Trust me, this is no job for the amateur. Took it to a auto service center and they replaced bulb as a courtesy. Way too complicated for the faint of heart.
I don't think you can replace just cover. Usually you have to get a new tail light.
Remove the tail light from the outside. Pulls out. Replace bulb. There is no access from the inside of the trunk.
In a 1987 Toyota Camry (I think through like 1992), it's in the panel to the left of the driver's feet. There are two relays in that panel on mine, the rear is the Defogger, the Front one is the Taillight relay.
Contact the dealership. It might cost you a pretty penny though.

Start by checking the bulb-replace with a known good one & go from there.
Bulb is blown. Replace bulb.
Open trunk and remove two screws in tail light, push/slide/wiggle the tail light out gently away from side of car (it will slide out it has 2 little tabs in front part of light that slide away from car). That's it!
