There are two settings for the neon depending on the motor. On the crank they are the same. There is an arrow on the crank that lines up with one of the teeth. Line the tooth up with a line that is cast into the plate behind the drive gear on the crank. On the single overhead cam (SOHC) motors there is an arrow on the cam pulley that should point straight up and align with a line on the plastic cover. On the Dual Overhead Cam(DOHC) motor the pulleys have grooves cut in the edges opposite each other. The pulleys can be swapped but it is best to mark the pulleys before you take them off. The lines on each pulley should line up in the middle and be horizontal. The front pulley should be be right side up. The rear pulley may be right side up or upside down. I've seen them both ways. That is why it is best to mark them before you take them apart and have them lined up with the crank.
You will need a good pulley puller, available at AutoZone, to get the dampner off. It is pressed on and is really tought to get off. A cheap puller will break and bend trying to get it off. Also, you will need a big vice to compress the gas or hydraulic cylinder used to keep tension on the belt. Changing the belt on these cars is not an easy task and can easily take all day if you have some general experience. If you don't have any experience you better allow 2 whole days and a lot of patience and plan on buying some special tools.

most crank sensors are for engine timing with the cam shaft, the distributor on at least 97' dodge and newer controls fuel timing.
Timing belt crank sprocket
The timing marks for the cam sprocket on a 98 S10 is on the front. The marks for the crank shaft is on the oil pump gear.
there are paint marks on the chain. once you line it up it should be on tdc
you set timing by the marks on the cam shaft and the crank shaft. they should point at together to make it run right.
There are two timing marks on a 350 chev one for the cam shaft gear and one for the crank gear. The timing mark on the crank or the on on the bottom of the motor should be facing straight up and the cam shaft gear should be facing straight down this will put you lined up and top dead center.
Timing is done by Engine computer with imfo from cam and crank sensor . It is not adjustable. If you are replacing timing belt, a Gates timing belt comes with detailed instructions of belt and pulley timing marks. New belt has marks on it that correspond with cam shaft pulleys and crank pulley.
My honda passport 3.2 litter, to set the timing my belt has three timing marks on the outside of the belt, crank the motor over till you see the two belt marks towards the top of the cam shaft or around thier if one is at top the other cam can not be seen so botn cams have to be tilted set both belt marks to the cam shaft marks. When the belt comes off dont get the cams out of phase they tend to unwind a bit, put back. A nd the crank shaft has a green timing mart on it after you pull off the pulley and cover, so match the other timing belt mark on the belt to the crank shaft mark then put the tensioner back on now it is on dead set timing.

It sits on the nose of the crank shaft, behind the timing chain.
