You will need 300 lbs of torque. 15/16 6 point socket a BIG breaker bar and your wheeties. These things are on there tight. Pull the torgue converter cover and wedge the fly wheel so it won't turn on you. Then muscle up and take it off lefty loosey. Torque the new one down at 150#'s I bought an electric impact gun at Pep boys made by Kawasaki with 240 lbs of torque that took it out - 79.95. NOT reverse threaded. A little penetrating oil first, a bit of heat from my 1000 degree heat gun. and a few taps on the head of the bolt to shock the threads. Came right out. Be careful heating up the balancer if you plan on reusing it (like removing for crank sensor) because it has rubber inside also you do not want to mess up the crankseal which is behind the balancer with overheat. It is entirely possible simply using the gun would have done the trick but I did two balancers and applied the peliminaries both times. I personally think ONLY an impact gun will do the trick. It is on there so tight that anything you try and hold the flywheel still with will move with the amount of torque you will exert on a breaker bar. The impact doesn't try and turn the flywheel. You'll be cheering when that bolt starts to move. Yeah, it's tight if it's factory tight.

How to install a new harmonic balancer in a 1989 park avenue?

This is easy job, and very difficult at the same time. In general, you just remove the serpentine belt, remove the coil pack if located over the belt for wrench clearance, use a large (approx 15/16 inch I think) socket and breaker bar, remove center bolt, pull off the old balancer, and install new, torque to approx 135 foot-pounds. However..... the old bolt may be seriously overtightened from the factory, and restraining the old balancer from turning takes a HUGE strap wrench. The balancer bolt on my 87 Park Ave took approx 250-300 foot-pounds torque to loosen it. Wow. Forces here can be large, and serious injury can result. You might consider taking to a shop-- this job can get ugly.
