Repair: Sorry, the coil pack is not repairable, it is replaced as an assembly. Approximate cost is $60.
Install notes:
First things first. You must remove the entire windshield wiper assembly first. Start by taking the windshield wiper arms off being careful not to strip the studs they are attached to.
Then you remove the plastic molding piece that directs the water from the windshield (you will need to unplug the fluid sprayer hose from this, they just pull off).
Next unplug the wiring harness that is plugged in to the wiper motor. You can then remove the entire wiper transmission (I think there are 4 bolts holding it in place.
Do not remove and label the wires as it says above but instead take the new coil pack out of the box and plug the wires onto the appropriate post as you remove them from your old coil pack. This way you will not make any mistakes because trust me you don't want to get your wires crossed on this issue. After moving all of the wires to the new coil pack, remove the 4 bolts holding the coil pack and remove the old coil pack from your vehicle. On the bottom of the old coil pack you will probably find cracks as it is the clear epoxy type substance on the bottom that usually gives out first. Place the new coil pack that already has the wires attached and reverse the whole process until you are finished.
Coil packs can be checked for resistance with an ohm meter. If the pack is breaking down due to load or heat problems then the only way to check is to change it out. If the Windstar is a two pack model then you can swap the packs to see if the problem follows the cylinders that the possibly bad coil pack are now controlling.

To replace a coil pack you will have to do a few steps. Start with disconnecting the battery cable, open hood, go to the coil pack, unplug the old one, plug in the new one, recharge the coil pack and then shut the hood.

A coil pack can be checked for continuity and resistance with an ohm meter. But for heat or load failure the only way to check a coil pack is to replace it.
