you might try using a very stiff wire to see if tank filler has a filter installed sounds to me like the filtaer is clogged up if this is the problem ,easiest way to fix it is punch hole thru the filter
If you are not getting spark to any of the plugs could be coil rotor and/or cap HEI ignition?

Test or replace the sensor in the radiator side tank.
Remove the vacuum hose from modulator use small screw driver (pocket screwdriver) when hose is off you will see slots in the end where vacuum hose connects screw in or out then reattach hose and test drive may take couple of adjustments to get where you want.
Remove all fasteners behind the filler neck door that attach the upper filler neck assembly to the car body. Remove ground strap if applicable. Loosen and slide clamps up from tank end of filler neck then wiggle the filler hose assembly off the tank and out. Take care not to allow dirt and crud to enter the tank. Removing the clamp on the tank end of the filler neck assembly will be a test of your dexterity skills but it can be done.
If it's vacuum (has hose) just apply vacuum.
were is the fuel regulator located on a 1988 chevrolet celebrity ? The fuel pressure regulator is located under the intake manifold on the 2.8 V-6 engine but the pressure (Schrader type) test valve port is on the front of the engine to the right and just below the oil filler cap.
If not controlled air pressure test tank may be broken.

Yes, If your pulling a vacuum in the fuel tank, the fuel pump cannot deliver fuel to the engine and will stall. Check the fuel tank vent hose and fitting, a common problem is wax build up in the fuel tank vent screen. If you replace the fitting, remember it is a requirement to have the screen in the fuel tank vent. Quick test is to run the boat until it stalls and remove the fill cap, listen for vacuum release.
