Your pulley system that controls the motion of the belt and the tighness will either consist of 4 or five pulleys, with the Alt, being of course at the top. the very bottom pulley that likey can only be reached from under th car, should be your compressor pulley, the one in the middle, between the alt. and the compressor, should be your water pump with its pulley. Using the process of elimination, you can find out that there will be a pulley left, this is the belt tensioner pulley. It has a bolt in the center of it, it may be either 5/8 or 15 mm. This can be fitted with a wrench, or if you are lucky, a ratchet, and then turned as if you were loosening it, you will see the alt , pull up and it will be tightened this way, you may also want to apply some belt dressing. if this doesn't help , the belt may be squealing for another reason, such as the water pumb may be getting ready to go out or the compressor pulley may be getting loose.
There is a bolt on the lower bracket for the Alternator but that doesnt mean its whats causing the belt to screech... It could be dirt, a worn belt or a worn pulley. Take some greese, vasaline or anything like that, put it on the belt itself or if you wish the pulley and see if that helps, it worked great for my spirit cause i didnt want to replace belt even tho it is a good idea to replace the belt.
If it's the alternator belt, loosen the bolts holding the alternator in place, then use something like a hammer handle to pry the alternator away from the engine which will tighten the belt. Hold the pressure on the alternator while tightening the bolts. This is a general procedure, not specific to 1996 dodge.
depending on the style of belt, on the alternator belt there is an adjustment just below the slider holding the alternator, you just simply tighten it until belt becomes tight.
Tighten it or replace it.
The alternator will move in and out to tighten the belt and the PS pump will do the same
open the hood of the car go to the alternator. there should be a bolt facing the firewall on the alternator this adjusts it. make sure the other bolts are loose first. good luck!

Look at the face of the alternator. Below it is a round thing that looks like a dial. Loosen that nut - 15mm...To the right of the alternator - or if you are standing in front of the car -- in front of the alternator, below it -- is a nut on a threaded rod -- 1/2" socket AND a universal adapter because of the extreme angle of this nut.... First you will want to loosen the alternator. To do this you will need to loosen the bolt holding adjustment bolt in place. This is right under the alternator. After loosening this bolt, you can use the adjusting bolt to loosen the alternator and the belt should slide right off. Then you can put on the new belt and tighten the alternator using the adjusting bolt. After the belt is to the proper tightness, tighten the bolt directly underneath the alternator to keep the belt tight and from becoming loose.
