You probably need to get an automotive locksmith to pull out the barrel of the ignition, clean it out and open up the "vee" that allows the levers to turn.
Not a good idea, you will lose the power steering and power brakes.
A 1998 Jeep Cherokee has disc brakes in the front.
A 2000 Jeep Cherokee would have rear drum brakes.
The grand Cherokee does have four wheel disc brakes. The wrangler and Cherokee have rear drum brakes.
The power steering pump also provides power for the power brakes.
i know this will sound stupid, but do you have the right key? if so, did somebody recetly break off another key in the ignition switch without you knowing?
because its a mopar. j/k most likely because main operating systems ie brakes, steering column, cruise control wiring, gauge cluster, so on is on the other side.

The power steering pump provides the pressure for the steering and brakes. Check the p.s. fluid.
The Astro Van power steering and brakes work off the same pupm. Check the pump for fluid. If it's full and the brakes and steering still hard you must replace the pump
My '96 Cherokee Sport does, so I bet a '98 does.
