Any general repair shop that does electrical can replace it for you. If it has plugs at both ends, you can buy that particular part of your harness and simply replace it without any wiring. The question is does it just look bad or is it bad for the circuit. if it is you should get a code for the sensor or whatever it's attached to and CIL will come on.
I had the same problem with my ford 2000 windstar. The abs light would stay on and everything did not work from my lights, to my radio, ac, horn, turning signals..etc. I finally found out that it was my alternator and it had very bad coil. Check your alternator and see if that works!

Probably not, a 2001 Windstar usually has hydraulic lifters that never need adjusting it could be a bad valve spring, or a bad lifter that will need to be replaced.
