To change the brakes a person lifts the car, removes the wheel, removes the brake shoe and the old brake pad. Next the person puts in a new brake pad, replace the brake shoe, replace the tire, and then lower the car.

Replace the front rotors and rear drums. Inspect the rubber brake lines as they may be collapsing. Replace the master cylinder. Do all this if it is all necessary and I bet you have good brakes again. Fix the problem or problems and you will not have ineffective brakes.
