Ok heres what you do, first take the gas cap of to releave the presure. There will be three little srcews inside the gas cap door around the gas cap, this will losen the fill hose to the tank. Next unbolt the straps that old the gas tank up (this is easest done if the tank is empty or close) use a jck to hold the tank up so it does not fall. Once you have the straps off let the tank down just enough to undo the fuel pump lines and wires. this is easier said that done if you are doing this on the ground. Once you have the lines and wires of the fuel pump you can remove the tank.
You have to drop the fuel tank and the pump is on the top. It is not that hard to do. We just did one in a 1999.
What i do is put it in reverse and go about 10 feet and brake a little hard then put it in drive. it always works for me when that happens

With the right tools and knowledge, no.
Replace the fuel filter and if it still acts up have the fuel pressure tested. It should have 41 to 47 psi.
