In 1901, six states, Queensland, New South Wales, Victoria, Tasmania, South Australia and Western Australia combined to form the Commonwealth of Australia which includes the Australian Capital territory and the Northern Territory. The latter became a State more recently. New Zealand, by the way, was given the option of becoming part of Australia in 1901 but remains independent.

I take it that your referring to federation which was the 1st of January in 1901. This was the unification of the colonies into a federation of states.
There was no single political leader in Australia before 191, as there was no country of Australia prior to 1901. The continent of Australia was divided into colonies, each led by a premier or, prior to that, a governor. It was not until 1 January 1901, when the six colonies of New South Wales, Victoria, Queensland, Western Australia, South Australia and Tasmania came together under a single federal government in an act known as Federation, that the nation known as the Commonwealth of Australia was formed, and a Prime Minister chosen to lead it.

Existance... Prior to 1901, what we know as states now were self governing colonies of Britain, in the late 1890's the decision was taken by the citizens of the colonies to federate and create the country we now know as Australia.
