Many Many countries have space programs/have gone to space in conjunction with others. The main Superpowers of space travel are the US, China, And Russia. On the other hand many nations have contributed to the ISS (International Space Station). (This includes, Italy, The European union, Japan, US, Russia, and many more)

Actually it is Russia because it it had a significantly larger amount of success full launches of rockets and satellites into space than America and China. It also has the most popular and used cargo rocket the Soyuz supply ship which is used by other countries. They launched 1st rocket to space, 1st animal, human, carried most of the ISS parts into space and assembled most of it too.
