It would depend on the vehicle but I would say at least one hour labor plus what the part cost.
There is not much you can do with a bad balancer other than replace it with a new one.
loosen the center bolt and get your self a harmonic balancer puller just make sure you loosen the center bolt enough but not too much but you need a balancer puller.
You will need to go through the passenger front wheel well (wheel off). Remove belt, remove pulley/balancer with a balancer puller tool. Air tools make this job MUCH easier.
The harmonic balancer torque specifications are different in each type of engine. The general torque specification is between 120 pounds and 180 pounds.
It costs about $40-$50 for the part. However it will cost much more for the labor because you must remove everything from the right side of the engine (drivebelts,harmonic balancer,engine mount etc.).Probably about $450-$550 to be done professionally.

remove motor mount. jack up engine by the harmonic balancer...be careful. install blocks of wood in between frame and engine. then remove and replace freeze plug dry. Installing the new plug is much easier if you get one of those rubber ones at the auto parts store. They'll know what you need.
The Balancer on that 3800 has a special puller that you use to remove it. The only difference is that the bolts for the puller have a much smaller diameter than the regular off the shelf puller. Be careful not to thread the bolts into the threaded holes too far or you could damage the crankshaft position sensor "pick up" fins on the back side of the balancer.
