It is not possible to use your cell phone if your phone is turned off. However, if the question means if you are no longer a Verizon customer and still have the phone with no SIM Card, than yes, you can still use your phones Wi-Fi even though you can not make calls.
Hold the off button until it turns off, then take the battery out and put a new one in. Then turn the phone back on.
By contacting Verizon Wireless, you can request that text messaging be disabled for your mobile line. This is possible for any cell phone used with Verizon Wireless. It is not currently possible to identify specific cell phone numbers to block on a one-off basis.
assuming that it is off contract with verizon, there should be no issue. this is something that verizon would have to set up for you however, there is nothing you personally can do do get it to work, you must call them.

No. The only Verizon Wireless phones that use SIM cards are Global Phones. SIM cards are only used for the GSM technology. Verizon Wireless runs off of the CDMA technology. So... if you switch the SIM card, the phone still won't work because it has nothing to do with the CDMA and that's what Verizon Wireless works off of. HOWEVER, you can activate a Verizon Wireless phone on an existing account by dialing *228 pressing SEND then choosing option 3.
