You have a Horn Relay in power distribution box. Remove horn relay, connect jumper from terminal 85 to ground, connect one end of second jumper from terminal 86, connect one lead of a ohmmeter to terminal 30 and other lead of ohmmeter to terminal 87-should be resistance, now connect loose end of jumper from terminal 86to battery +, should now read zero ohms on meter...relay should also "click" oterwise it is bad. Another thing that goes bad is the "horn blow switch", it usually reads like 5 ohms approx.
connect 30 and 87 jumper wire if pump kicks on then it's your relay....as your standing on the driver side of vehicle it's the relay towards the front bumper (5 prong)...

You may be able to jump the relay, also called a solenoid, with a jumper wire and make it energize, by going from the battery cable on the solenoid to the small terminal on the solenoid with S on it. If that doesnt work, you might be able to bypass the solenoid all together with a heavy duty jumper cable. Both of these could very well get you shocked or burned, so you must have an idea of what you are doing
