do you know where it broke at if it near the handle use vise grips if it is farther down th line you can get a extrnal hood latch kit.
Ecklers has the replacement cable and "Installation instructions" which show how to get the hood open so you can relace the cable. Tried to attach the diagram, but no attachment tool here.

How much cable came out when broke? Cut the plastic cable back to the point where you can see the steel cable core and pull with vice grips to open. You can pull the cable around to handle easier.If it broke under the hood try to find the cable and do the same.

You will have to by a new cable/handle assembly ($30.00) so I would: Cut the remaining handle and end off the cable housing so you can get at the inner cable core. Then take a vise grip and pull on the inner core to release hood latch. if your latch just broke, use a vice grip. if the cable itself has snapped, it gets tricker. my 2nd cutlass's cable snapped. i had to lift and jerk the hood manually until it came loose.
