Not unless you don't intend on steering.
You have to replace the entire steering column. It is not loose, the lock is broken on your column height adjuster.
If the steering column is broken on a 1989 Firebird, it may have to be taken apart to be repaired. If it is only the ignition that the thieves damaged, a new ignition can be installed.
The earth cable from the car to the steering column has broken, so put a cable from the column to the car body.

You have broken wires in the tilt wheel. You will need to take the steering wheel off and start looking for a broken wire in the steering column somewhere. You will have to have a steering wheel puller to get it off.
the steering column tilt and telescoping lock does not keep wheel in place. How do I fix this ?

their localed on the steering colume. They are located on the top of the steering column, there is suppose to be a red peice up there that is a little slanted towards you. It is often broken off is someone has taken the dashboard off.
