If the colder it gets outside the harder it is to start a 1993 Grand Cherokee could this be an ECM related problem?

If the starter seems to drag only when cold weather is present, realize these things.

Motor oil thickens, and the cranking capacity of batteries is reduced. These two things in combination will keep a vehicle from starting.

Test by removing the battery and keeping it warm, then install and try to start. If it starts easily replace the battery with a new high amp battery.

Consider using a lighter multi-grade oil or synthetic in extreme cold.

No set temp for heat pump, the colder it is outside the colder the supply temp. Until the supplemental heat kicks in. If you are in Florida or a similar climate, you may not have supplemental heat. The problem is the unit is operating below it`s design condition for the area and you`ll just have to wait for it to warm up outside.
