If the starter seems to drag only when cold weather is present, realize these things.

Motor oil thickens, and the cranking capacity of batteries is reduced. These two things in combination will keep a vehicle from starting.

Test by removing the battery and keeping it warm, then install and try to start. If it starts easily replace the battery with a new high amp battery.

Consider using a lighter multi-grade oil or synthetic in extreme cold.

Why does your car heater only work when its hot and your ac only work when its cold outside?

It sounds like it may not be working at all. Does the warm air get warmer that the ambient air outside your car? Does it get colder than ambient air in the cool cycle? It sounds like it is just passing the outside air through the blower but doing nothing to it. Possible blown fuse in the fuse box under the dash or in the fuse box under the hood. If it does get colder or warmer at the outlets of the AC system, then you could have a couple of wires reversed, or another problem that requires on site inspection to find. Take it to a repairshop.
