Yes, as the spinning causes wind currents and water movements. When earth has completely stopped one day will be 365 days long and night will be 365 days long as earth circles around the sun . with no wind current there is no rain in northern zones and southern zones. Days will be extremely hot and nights -40 C. It will be a totally alien world. The land will be totally different too with nearly all North America under water, Canada to mid USA will be under water, Europe mid to north will be flooded as all the water has moved north and to the south poles. Middle part of earth will dry up, so no Gulf of Mexico.
