When earth has completely stopped one day will be 365 days long and night will be 365 days long as earth circles around the sun . with no wind current there is no rain in northern zones and southern zones. Days will be extremely hot and nights -40 C. It will be a totally alien world. The land will be totally different too with nearly all North America under water, Canada to mid USA will be under water, Europe mid to north will be flooded as all the water has moved north and to the south poles. Middle part of earth will dry up, so no Gulf of Mexico.

No, the atmosphere is held in place by gravity, not centripetal force. If the earth stopped spinning, there would be no coriolis force though. This would stop deflecting the moving air in the atmosphere.
