By American height standards, 5'1" is two inches shorter than the average height for a fifteen year old. And in most other countries with the exception of Chile, Bolivia, and a few other countries, it is also a few inches shy of the average height. But no worries, I know a 16 year old who is an inch shorter than you. (:

Hey I'm 12 and 5'1. I get called munchkin all the time but 5'1 is not that short. For a guy that is short but for a girl that is where you should be at this age.
