Yes. It was a Monarchy for many years through its medieval history but is now a democracy and is part of the United Kingdoms. (If you want to know more about medieval Scotland read "Girl in a Cage" by Jane Yolen and Robert J. Harris. I highly recommend it!)

Republics and democracies are not mutually exclusive. Scotland is a constituent country of the United Kingdom - both are democracies. The UK is a constitutional monarchy.
