No they are different. Camembert is made in smaller, individual sizes where brie is made in a much larger round cheese. They have similar characteristics however camembert is usually more potent. Camembert has stricter rules about its production, especially Camembert de Normadie or AOC Camembert.

"La Brie" is a French region just East of Paris where "le brie" (soft cheese) is produced. A similar cheese called Coulommiers is produced in the same region whereas the Camembert (resembling, but smaller) comes from Normandy, West of Paris.
Camembert gets its skin during the first stages of ripening, after penicillium is sprayed over it.Many other types of French cheese have the same "skin" (such as brie, for instance). It's what French people call, for some reason, a croûte fleurie cheese.
