You are referring to two separate things. The fuel pump has a relay and not a switch. The oil filter does not have a switch but the oil pressure has a sending unit that sends a pressure reading to the gauge. Some cars have an oil pressure switch that incorporates a circuit to shut the engine down in case it were to loose oil pressure.

How often should you change your fuel pump?

Replacing the fuel pump is not a schedule maintenance item. You replace the fuel pump when it fails. However, you do need to replace the fuel filter at a regular interval. I recommend you replace the fuel filter every 50,000 miles if it is replaceable. A partially clogged fuel filter will cause the fuel pump to work very hard to pump fuel to the engine. This will cause the fuel pump to fail prematurely. So replace your fuel filter every 50,000 miles and you may never have to replace the fuel pump.

Hard starting, stalling, and eventually a no run condition. Be sure and replace the fuel filter.

What does a clogged fuel filter sound like?

It makes no sound. It will cause hard starting, stalling, and eventually the engine will not start at all. Replace it if you even suspect it is clogged. It will cause your fuel pump to work hard and overheat, eventually burning the fuel pump out. Way cheaper to replace the fuel filter every 75,000 miles.
