No, it is not very safe at all. A 7 months of age, the cat is still very much a kitten and pregnancies from cats that young rarely produce a healthy litter of kittens, and poses a great risk for the young cats' health and well-being. It is ideal to spay the cat before six months.

Yes and no. It certainly isn't good for the kitten to have babies, but safe, likely. Cat's like adults shouldn't have babies until they have reached maturity. For a cat that is usually two years.

Please be a responsible pet owner and spay and neuter all your pets as soon as possible. 8 to 12 weeks is a good time to spay and neuter a cat.
